Economic and Social Council on education reform laws

Members of the Economic and Social Council of Canton Sarajevo reviewed the Draft of the Proposal of the Law on Elementary Education and the Draft of the Proposal of the Law on Secondary Education which were made by the Ministry  for Education, Science and Youth. The drafts were made after the end of public consultations, and the Government will soon be concluding on them.

The competent ministry demonstrated the proposals of the legal solutions changed compared to the drafts of these laws. According to the Conclusion of the Economic and Social Council, social partners will have the opportunity to contribute with their own suggestions (in writting) until the next session of the Council which is scheduled for March 14th 2017.

Concerning the Law on Elementary Education there have been some questions and novelties in the focus of the Ministry and the public. Among these is the creation of branch schools, creation of school networks, the obligation of introducing sample class in education, use of certified agencies for the bookkeeping and accounting services. A greater attention has been given to students with disabilities, and measures of inclusion in education have been more precisely defined. The adoption of the Law on Textbooks of Canton Sarajevo has also been planned.

Harmonization of the labor market and the education system is the main subject of the new Law on Secondary Education. In this Proposal a document on three year enrollment quotas will have to be determined according to the market needs and faster employment. The Law regulates the measurement of the quality of the education process, its results, monitoring of needs and revision of the syllabus. Social partners, unions and employers will give their suggestions on all of this, and on other provisions of this law,

The President of the Economic and Social Council and the Minister of Labor, Social Policy, Displaced Persons and Refuges of CS gave a favorable opinion on the amendments to the Law on the public-private partnership which will separate this Law from the Law on Public Procurement and improve the appeal process. According to the employers, this kind of partnership has not been used enough, and there is great potential in its use when it comes to better use of resources.
